Introduction

A church sends 25 high school students on a 10-day trip to Mexico. The group will engage in religious services each night. The church's youth pastor leads the trip, and is assisted by four adult church members. The church does not screen any of the adult leaders. No legal forms are signed by the participants or their parents. The partcipants have several hours of free time each day, and are permitted to wander away from the group for "sightseeing" and interacting with the local population.
